الاتفاق النووي الإيراني على المحك في أكتوبر المقبل

يواجه الاتفاق النووي الذي توصلت إليه إيران والقوى العالمية عام 2015 امتحانا عسيرا في الأمم المتحدة هذا الأسبوع؛ إذ يحاول الأوروبيون إقناع إدارة الرئيس الأميركي دونالد ترمب المتشككة بالحفاظ عليه، بينما تضغط إسرائيل من أجل زيادة الضغوط على خصمها الإقليمي.
ويتعين على ترمب اتخاذ قرار قد يعصف بالاتفاق بحلول منتصف أكتوبر (تشرين الأول) المقبل.
ويوم الخميس الماضي كرر ترمب رأيه السابق بأن إيران تنتهك "روح" الاتفاق الذي حصلت طهران بمقتضاه على تخفيف أعباء العقوبات المفروضة عليها مقابل تقييد برنامجها النووي.
وقد وصف الرئيس الاميركي الاتفاق، الذي تم التوصل إليه في عهد سلفه الديمقراطي باراك أوباما، بأنه "أسوأ اتفاق تم التفاوض عليه على الإطلاق".
وأثارت إمكانية تبرؤ واشنطن من الاتفاق قلق بعض حلفاء الولايات المتحدة الرئيسيين الذين ساعدوا في التفاوض عليه وخاصة في وقت يواجه فيه العالم أزمة نووية أخرى تتمثل في برامج كوريا الشمالية النووية والصاروخية.
وقال دبلوماسي أوروبي كبير شارك في عملية التفاوض التي استغرقت 18 شهرا وأدت إلى الاتفاق "كلنا نشارك الولايات المتحدة قلقها بخصوص دور إيران في زعزعة الاستقرار في المنطقة، لكننا نجازف بفقدان كل شيء بخلط الأمور".
ويتعين على ترمب أن يبت في أكتوبر فيما إذا كان سيشهد بأن إيران ملتزمة بالاتفاق المعروف باسم "خطة العمل المشتركة الشاملة"، وإذا لم يشهد بذلك فأمام الكونغرس 60 يوما للبت فيما إذا كان سيعيد فرض العقوبات التي رُفعت بمقتضى الاتفاق.
وأمس الأحد قال الزعيم الإيراني الأعلى علي خامنئي إن بلاده سترد ردا قويا على أي "خطوة خاطئة" من جانب واشنطن فيما يخص الاتفاق النووي.
من جانبها، دافعت فرنسا اليوم بقوة عن الاتفاق النووي الذي أبرم مع إيران قائلة إن من المحتمل إجراء محادثات لمواصلة تطبيق الاتفاق بعد انتهائه عام 2025 ، لكن السماح بانهياره قد يدفع جيران إيران للسعي لامتلاك أسلحة نووية.
وقال وزير الخارجية الفرنسي جان إيف لو دريان للصحفيين "من الضروري الحفاظ عليه لتفادي انتشار (الأسلحة النووية). خلال هذه الفترة التي نشهد فيها مخاطر من كوريا الشمالية ينبغي أن نحافظ على هذا الخط". وأضاف "ستحاول فرنسا إقناع الرئيس (الأميركي دونالد) ترمب بمدى ملائمة هذا الاختيار (الحفاظ على الاتفاق) حتى لو كان بالإمكان القيام بعمل لاستكمال الاتفاق (بعد 2015)".
وقال لو دريان على هامش اجتماعات الجمعية العامة للأمم المتحدة في نيويورك إن انهيار الاتفاق قد يؤدي إلى سباق تسلح إقليمي.
وأوضح لو دريان أيضا موقف فرنسا المعارض لإجراء استفتاء على استقلال إقليم كردستان العراق قائلا إن الدستور العراقي ينص على مواد مهمة بشأن الحكم الذاتي للإقليم الواقع بشمال العراق و"كل المبادرات الأخرى غير مناسبة". وقال أيضا إن الدول الخمس الدائمة العضوية في مجلس الأمن الدولي وهي بريطانيا والصين وفرنسا وروسيا والولايات المتحدة ستناقش يوم الخميس إمكانية تشكيل مجموعة اتصال بشأن سوريا.
